It's vision is to help fill the human resource gaps in Liberia, Africa and the world by focusing on science and technology. T-SAP achieves these by providing a solid foundation in technical and professional education by using modern technology to promote learning in modern classrooms, providing opportunity for the development of knowledge and skills through internship programs, meeting the needs of students, faculty and staff, empowering women & vulnerable populations

The vocational and Technical Education Department is the oldest department at T-SAP. The college initially began as a vocational school in 2008. Later several professional certificates were added. The 2014 Ebola Virus Disease (EVD) affected every aspect of the Liberian society including the vocational school which closed down due to low enrollment and financial difficulty.
The curriculum is divided into three secession. The first part consists of six months intensive training focusing on fundamentals with 80 percent practical and 20 percent theory. During the second term, students take advance level training with practical. Students who performed well in the first and second terms are sent for internship for additional training. We developed a detailed internship evaluation form, which we sent to our internship providers. The forms detail the student’s knowledge and attitude during the performance of their internship. T-SAP currently offers the following vocational training programs:
To increase our global outreach, T-SAP partners with the Confucius Institute at the University of Liberia to offer Chinese Language free of charge. Qualified Chinese Instructors tutor interested students in writing and speaking Chinese. The HSK Standards course one is designed to develop the Chinese language skills required for beginners who use Chinese as a second language and Chinese learners who are preparing to take the HSK (Level 1) exam. It mainly includes Chinese Pinyin spelling and simple topic conversation. This course improves students’ basic knowledge of spoken Chinese. Through rigorous listening and reading practices as well as oral presentations, students are equipped with adequate vocabulary and sentence construction skills in order to improve their fluency in Chinese language’s daily conversations.

Emmanuel K. Urey, PhD, MPH, MSc. BSc. Dr. Urey is an administrator and environmental and land tenure expert with a wide range of expertise in higher education administration, education policy, law and regulation. He has both qualitative and quantitative field-based research knowledge; program organization; project implementation and oversight; grant and proposal writing; customary/informal land tenure regimes; rural land governance; technical training programs; and large-scale concessions. With over 10 years of experience in the education and land tenure sectors, he has coordinated with stakeholders in the land and environmental sectors, offering commentaries on policy papers, draft land laws, and environmental and land governance strategies.
Dr. Urey’s interests focus on higher education, land administration, livelihoods and health; culture preservation; sustainable development; environmental issues; the management of common property; gender issues; impacts of large-scale concessions for rural people; and environmental and social justice issues. He holds a PhD in Environment and Resources from the University of Wisconsin-Madison. His current research focuses on the history and impacts of large-scale agriculture concessions on rural people in Liberia. He is the main protagonist in the award-winning documentary “The Land Beneath Our Feet”.
The Vice President for Administration (VPA), Mr Austin M. Dormah (MA in Education) BSc. in Management, and Certificate in Computer Training here are his academic achievements. He was appointed at the same time the President and the Vice President for Academic Affairs (VPAA) were appointed in July 2018. The Vice President for Administration was the only top lever administrator who served in past leadership and, official with recent institutional memory. He previously served as registrar, and was later promoted to the position of Dean for Admissions and Records during the Vocational, Technical and Professional Trainings Program which were later transformed into a Polytechnic. The function of the VPA includes not limited to assisting the President in running the day-to-day affairs of the Polytechnic. He is specifically responsible to oversee employees’ activities including the overall maintenance of T-SAP campus and supervising the Janitors. The VPA effectively exercised these responsibilities during the period under review.
Dr. Pah K. Suku, Sr. is the Vice President for Academic Affairs (VPAA) for The Salvation Army Polytechnic. Dr. Suku joined the Polytechnic in July 2018 along with the President, Dr. Urey and the VPA, Mr. Austin Dormah. He has a wealth of experience and solid educational backgrounds. He holds a PhD in Theology and several Master Degrees including Education, Public Administration, Religious Education and Management. He previously served as Dean at Washington Saturday College, Washington D. C, USA. Dr. Suku is the author of two books. His first book, Why the Liberia Education System is a big Mess uncovers the problems associated the education system in Liberia and proposed set of solutions on how to fix the “education mess”. His second patriotic book, 24 reasons why every citizen should vote, emphasizes the important of voting particularly in a multiparty democracy such as Liberia.
Jacob Cheategba Debee, II, MBA, BSc, is the Dean of Admissions, Records and Financial Aid at T-SAP. He holds a Master of Science Degree in Procurement and has worked in similar capacity at the African Methodist Episcopal University prior to joining T-SAP. Mr. Debee, II was appointed in August 2018. He is responsible for admissions and related functions as were as having oversight responsibilities for financial aid.
Due to the fact that the institution was operating as a technical and professional institution before its closure due to the 2014 Ebola Virus Epidemic and other constraints, students who sat entrance and placement exams and successfully passed during the precious administration names were placed on the bulletin board informing them to begin their admission processes. A total of 48 students (43 male and 5 female) were found in this category.
Mr. Samuel Q. Cummings, Sr. is the Dean of the Business College. He holds an MBA in Accounting from Cuttington University Graduate School. He has vast experiences in both public and private sectors financing. He was appointed on September 24, 2018. Under the supervision of the Vice President for Academic Affairs, Dean Cummings is responsible for the implementation of the educational policies, academic programs and growth of students both academically and morally within the Business College. , given by the Vice president for Academic Affairs. He supervises Department Chairs. Dean Cummings also performs other services such as helping with the finance office, leading fund raising efforts and helping to develop and or modify financial policies for T-SAP.
Dr. Marcus Jones is an agronomist with over 12 years’ experience in farming systems: climate change adaptation and mitigation strategies, food security and nutrition, development and promotion of pro-poor gender equitable agricultural value chain, participatory research methods. He has played significant roles in the development of national root and tuber crops research. He has a proven history in leading large groups in all expect of project development- from initial design and planning all the way through monitoring and controlling. He holds a PhD in Crop Science, a Master of Science in Agronomy and a Bachelor of Science in General Agriculture. Prior to joining T-SAP, he served as Director for the Central Agricultural Research Institute (CARI), a Liberian Government Research Institute based in Gbarnga, central Liberia.
